Every once in a while, you come across a Windows utility that makes you wonder “How did I live without this?” KatMouse is one of those utilities. This free, lightweight (using ~2 KB of memory) program allows your mouse’s scroll wheel to scroll whichever window the mouse cursor is currently over WITHOUT having to left-click on that window (to make it the active window) first.
